Responsibilities:
Reporting to the Group General Manager, you command an approximately 1,800 highly trained aviation security officers performing Preboard Security Screening, Hold Baggage Screening, Arrival Security Screening within the organisation.As a Commanding Officer, you will face an exciting host of challenges in achieving operation excellence and financial targets for the company. You will be supported by 8 managers in the running of daily operations and numerous development projects.Some of the keys challenges include:
Achieving operational performance indicators such as security test detection rate, Ground Operation Efficiency Measure (GOEM), Service Quality Standard (SQS)
Engaging clients to address operational issues
Co-operating with regulators to address regulatory issues.
Handling officers’ discipline, welfare and morale.
Managing operating cost for the company.
Improving internal processes to enhance productivity.
The dynamic nature of aviation security operation in a commercial setting will require you to display superior managerial, communication and interpersonal skill. You will be a planner, a communicator, and a leader facing real-life challenges that no other career can offer you.
Requirements:
A degree from a recognized institution
10 years of experience in the Police or the Army
Minimum rank of DSP in the Police or MAJ in the Army
Excellent managerial, communications and interpersonal skills
Strong leadership qualities, adaptable and able to work under pressure
Mature disposition with good emotional quotient
Knowledge of security operations and concepts
Strategic planning and development skills
Creative and analytical individuals with strong decision-making skills
Knowledge and experience in Financial Management, Change Management and
Total Quality Management

With the impeding stringent regulation in foreign labour, the past advantage of labour abundance is apparently close to an end with ongoing economic restructuring and adjustment, Singapore must consider new workforce policy to promote productivity and enhance the quality of workforce thru organization based training and developing activities to create new impetus for workforce.
Apparently, China’s economy is at Lewisian turning point (LTP) where the advantages of the quantity of workforce weakens while wages and associated cost of labor increase. The key competitiveness of an economy is in its workforce that engaged in the economic growth-related activities (Judy and D’Amico, 1997) and before the take off, industries are expected to be moving back to advanced economies such as Singapore & USA.
With reports from an article from Yahoo News on the 5 Jul 2011, as per warned by labour leader Ong Ye Kung that Singapore is likely to face a labour shortage as a result of dwindling manpower supply from major suppliers such as China.
Speaking at a conference organised by Human Capital Singapore, the deputy secretary-general of the National Trades Union Congress explained that major manpower suppliers are holding on to their workers as they battle their own labour crunch.
As wages rise in China for instance, industries are moving back to advanced economies like Singapore, driving up demand for workers here, he said.
“We are, therefore, likely to be at a turning point of history, from labour glut to labour crunch.”
“This presents a whole new challenge to industries in the medium term — how to find enough workers and continue to remain competitive?”
Ong added that many economists believe a slowdown in cheap labour supply is on the cards, and that it will lead to a reprieve from current problems due to the influx of such labour, reported The Straits Times.
He noted that while low-cost foreign workers have helped reduce business costs, they have also added downward pressure on wages in labour-importing countries, including Singapore. Those that did not let foreign labour in also suffered higher unemployment and lower wages as industries moved abroad for cheaper labour.
Citing figures in a recent Financial Times report that showed stagnating or falling wages for workers at the bottom and in the middle in developed countries, Ong noted that real wages have been rising in Singapore. Increases for the bottom 10-20 percent, on the other hand, have been modest.
But a labour crunch would also pose challenges to employers, he told the 300 business leaders and HR practitioners at the conference.
To tackle them, Ong suggested companies raise productivity through technology, invest in skills upgrading, and motivate workers by sharing with them the rewards of productivity gains. Employers were also urged to be flexible and open in hiring new workers.
Noting that while some job seekers can be picky, he said the labour movement has also seen many who are open to lower-paying jobs in different industries.
“As manpower becomes scarcer, it would make sense for the HR community to take a hard look at its systems and processes to ensure it is open and flexible, so as to consider every willing and able candidate for every position,” he said.

This is to inform that Recruit Strategy has passed the licence for EA Key Appointment Holders from Comprehensive Licence Employment Agencies (EAs) with effect from 10 Feb 2012.
Under the Employment Agencies Act, all Key Appointment Holders (KAHs) from Comprehensive Licence Employment Agencies (EAs), who were registered before 30 June 2011, are required to attain the Certificate of Employment Intermediaries (CEI) by 31 March 2012. These KAHs will have until 31 Mar 2012 to attain CEI, failing which the KAH will be de-registered and disallowed from performing EA work. The CEI aims to equip EA personnel with the necessary knowledge of relevant legislation and regulations. This ensures that EAs understand the law and their obligations, thereby raising their professional knowledge and service to their clients.
